OK...I've just read the thread about Hidden (capital "H"). I'd like to clarify how to gain the Hidden status. I'm going to copy specific lines from the first post in that thread. This will be how Hidden is adjudicated.
Premise #1: Everyone knows where everyone else is, at all times, period. Premise #2: There is one and only one exception to The First Premise, and that exception is Hidden.
Definitions: Concealment: Partial LOS failure. You are NOT invisible and you CAN be seen. Concealment is enough to MAINTAIN Hidden, but not enough to BECOME hidden. Creatures take a -2 penalty to their attack roll vs a target with concealment (Melee or Ranged only). Total Concealment: Nobody can see you, but unless you're also Hidden, they still know where you are. You can *become* Hidden, but you are not inherently Hidden. Creatures take -5 penalty to attack you (Melee or Ranged only), and you gain Combat Advantage vs creatures that cannot see you. Invisible: You have Total Concealment. Invisibility is NOT Hidden. You gain Combat Advantage vs creatures that cannot see you. You don't provoke Opportunity Attacks from creatures that can't see you. Hidden: The state of being able to conceal your location. If you are Hidden, enemies can make a perception check vs your Stealth check to perceive you. If they fail to beat your Stealth check, they must guess your location. If they target the correct square, they still take the -5 penalty to their attack roll (Melee or Ranged only).
Becoming Hidden: You roll Stealth at the end of any Move Action or any of your Actions (even Free Actions) during which you move. Forced Movement is not a 'Move', so if you have no cover or concealment after FM, you are no longer Hidden.
Staying Hidden: 1. Must maintain Cover or Concealment. If at any time you lose Cover or Concealment, you are no longer Hidden. 2. If you Move more than 2 squares, you must make a new Stealth check to remain Hidden. Don't forget Rule #1. 3. If you make an attack, you are no longer Hidden 4. If a creature attempts to enter your space, you are no longer Hidden. 5. If you make noise louder than a whisper, you are no longer Hidden. 6. If you take an action that causes you to lose Hidden, you remain Hidden until the END of the action.
Being Hidden is VERY advantageous, so it is difficult to achieve and maintain. You gain Combat Advantage, you do not provoke Opportunity Attacks, and enemies take a -5 penalty to attack you.

So, after all that, the goblin is NOT Hidden and Ilikan can take an Opportunity Attack vs. the goblin as it moves away. It does, however, have Cover, so your attack takes a -2 penalty.

While I'm thinking about it, another reason I want to follow Initiative order is to accurately limit the duration of powers and effects
