Personality: Calm and collected. He can weasel out of things because he is smart and a smooth talker, but he can fight just as good as he can talk. He enjoys fighting. He doesnt kill often though, he highly values honor, and a fair fight. He is not one to kick an enemy while there down, and is a lot of the time merciful. Physical Traits: He doesnt know his true parents, so he was named metalhide because his skin is as strong as armor. He has slick scales all on his body, which are what protect him from all enemy blows. Other than that, he wears animal hides and has green eyes. Backstory: As a child he was abandoned by his true parents, he went to Urik and was treated horribly because of his Dray background. One day, he was caught fighting with a human that was trying to beat him, they were going to throw him in jail, but two humans paid off the boys father and saved Rhogar. They raised him as if he was their own son. Being from Urik, his "Father" who was a high ranking military officer, taught him how to command troops on the battlefield. His "mother" got him as much of an education as they could afford. He travaled to Tyr to make money anyway he can, so that he may repay and give thanks to the people that took him in when everyone else just tortured him. Better! but I still have a few things that need to be addressed. First off, Dragonborn in the Dark Sun campaign setting are vastly different from those of any other campaign setting. If you want to play it I expect you to read an article I will PM your way. They are extremely rare, and very much so untrusted.
Secondly, Ghallanda enclaves do not exist on Athas. That is an Ebberon thing, so I won't allow that background.
Not knowing his true parents is good, and pretty normal for a dragonborn (which from now on I will refer to as Dray). I would like to know where he came from (as in, which city-state) to determine a few plot points for me to work with.
Tyr, which is the city the party currently is at, could work. However, the previous regime was pretty evil, and most likely would have treated Rhogar poorly, and even conducted numerous tests on him.
Urik (to the North) is an other choice, seeing is it is the most militarized city-state in the region. It tends to be hostile and aggressive, but there are few with restrain and good intentions.
There are also a few smaller hubs of civilization between the city-states that could work.

Fantastic! The party hasn't left Tyr yet (but are very near doing so). You can either have him hired on by House Shom (like everyone else) and hastily meet up with the party with a piece of paper stamped with three dragonflies, or you can come up with your own way of introducing himself and joining the party. Either way, give yourself an additional 120 GP to get you caught up with the rest of the party.

An easy way in would be that he is cooling off in the shade where the other PCs are migrating to.
But if you have your own idea please let me know!
And also, he should be Level 2
